After a successful career in heavy Forestry and then Utility construction with Sumter Utilities, Victor joined the Board of Public Works in August of 2010 as a skilled lineman.  In June of 2015 he assumed the role of Electric Department Foreman and in mid-2017 the functions of facility maintenance and generation were added to his increasing role of responsibilities.  In June of 2022, Victor took over the role and duties as Operation Manager and was appointed Superintendent of Field Services in the fall of 2022 under the new administration.
